Job summary

Across government, the use of data and artificial intelligence is rapidly moving from experimentation into mainstream delivery. AI is no longer a future ambition; it is a critical capability that enables organisations to make better decisions, improve services and respond more effectively to complex regulatory and operational challenges. At Ofgem, this shift presents a significant opportunity to enhance how we deliver for consumers, strengthen decision-making and support the transition to a more secure, fair and sustainable energy system.

Ofgem plays a vital role in protecting energy consumers and enabling the UK’s journey to Net Zero. As expectations on the organisation continue to grow, so too does the need to harness data and AI in a more coordinated, strategic and impactful way. Within the Digital, Data and Security Services (DDSS) directorate, we are building the foundations to embed data-driven decision making and scale the use of AI across the organisation, ensuring that innovation translates into real, measurable outcomes.

About the role

As AI Transformation Lead, you will play a central role in shaping and delivering Ofgem’s AI transformation agenda. You will oversee a complex portfolio of products, services and initiatives, coordinating multiple delivery teams to ensure that the organisation can effectively leverage data and AI tools. This is a high-impact role that combines programme leadership, stakeholder influence and delivery oversight, with responsibility for driving progress, managing risk and ensuring that transformation activity delivers tangible value.

This is a role with real breadth and visibility. You will lead a multidisciplinary team, including specialists in benefits realisation, change and engagement, and will work across organisational boundaries to align priorities, manage dependencies and maintain delivery momentum. Operating in a fast-evolving space, you will need to balance ambition with practicality, ensuring effective governance, strong delivery practices and clear communication across both technical and non-technical audiences.

Job description

You will be responsible for:

  • Leading and coordinating a complex programme of AI transformation activity, ensuring alignment across multiple teams, managing dependencies and unblocking issues to maintain delivery momentum
  • Managing programme budgets, commercial arrangements and risks, while coaching and supporting delivery and workstream leads in these areas
  • Developing and implementing effective stakeholder management approaches, building strong relationships and influencing across senior audiences
  • Balancing competing priorities and redeploying resources as needed to respond to changing organisational needs
  • Establishing and embedding appropriate governance, delivery frameworks and agile practices, working closely with the Digital Programme Office and Head of Digital Delivery
  • Acting as the central escalation point for programme-level challenges, ensuring risks and issues are addressed proactively
  • Driving clear, consistent communication across the AI transformation portfolio, translating complex technical concepts for a wide range of audiences
  • Working with suppliers, partners and wider government data and AI communities to ensure alignment with best practice and emerging capability

Person specification

  • Proven experience of delivering complex data or AI programmes, including managing resources (Lead Criteria)
  • Extensive experience in managing commercial agreements for specialist data & AI skills and data technologies (Lead Criteria)
  • Proven knowledge and experience of coaching, leading and supporting delivery in an agile, iterative manner that manages risks effectively and delivers value early.
  • Knowledge and experience of stakeholder management, particularly building key relationships and managing expectations.
  • Proven ability to communicate effectively with varied audiences, translating technical concepts for non-technical audiences.

Desirable Criteria

  • Knowledge of energy sector data and AI challenges, the transition to net-zero, including regulatory and affordability implications.

This is an opportunity to play a key role in shaping how Ofgem uses AI to transform its services and operations, at a time when the organisation’s work has never been more important.
